    Slapshock,

    3. DIY CO2 - can't get at NA. Get the ingredients from the supermarket. The Aquatic FAQ has articles and links to DIY CO2.

    4. Gravel - about 7kg worth. They usual go by 5kg or 10kg packs. Get more then 7kg, not less.

    5. Base fertiliser - one 5 litre pack of JBL AquaBasis will give you about 1 inch of base fert. For your tank, go for an average of about 1.5 to 2 inches of base fert.

    6. Plants - limited choices available at NA.

Now, there is only so much we can tell you because the planted tank is quite complex. I suggest you go read:
    - our Aquatic FAQ forum,
    - www.thekrib.com
for more info before you start your tank. After that, if you have any doubts, feel free to ask.

    1.Then how about substrate?
2.Is it ok for not having a filter first? Because im planning just to have only Plants and shrimps. Another is because my budget is tight, so should i get co2 tank first (because i dont want to DIY and it seems troublesome as it cant control bubbles) or a filter?

substrate is either gravel only or gravel and base fertilizer.

you definitely need a filter from day 1. else after setting up and filling the tank with water, you will see the 'aftermath of a snow storm' effect in your tank. for co2 fertilization, you can consider seachem flourish excel, i think, for source of carbon. don't know how effective, though.
