you just answered your own question

10 hrs a day for a new tank is too much
try cutting down to 6 first
when the green water goes away increase by 1 hr per wk

to make it go away faster you can use interpet filter aid and filter floss in the filter
but remember you still need to cut down lighting, and also clean the filter to remove the clogged up 'green water'

you can also try and introduce some duckweed... this has 2 effects.

    1. It blocks out some of the light
    2. It will consume lots of nutrients

The only problem with this is that its a mess to remove when you want it out.

btw, does your tank get any direct sunlight?

For new tank, you should use alot of fast growing plants like elodea, cabomba, hornwort and milfoil. The algae are using most of the nutrients in the water column so you should use those fast growing plants to clear those nutrients up.
