Regardless, green spotted puffer, Tetraodon nigroviridis is not a freshwater but brackish water fish. Keeping them in freshwater long term will result in illness and disease prone.

I got a greenspotted puffers. Recently 1 of the puffers developed something like a lump on it's side near to the mouth, below the eye. It is red/pinkish... then later it just like 'tear' up, rotten. Then it died.
what causes this? water or food? and what is this disease? How to prevent and cure?

How about mini puffers? can they survive in freshwater? or they need brackish water as well?

I would prefer to call them dwarf puffers instead of mini puffers. Anyway, here is a list of freshwater vs brackish water puffers commonly available in the trade.
