Depend on what you mean easy...
I'm a programmer, so I use Visual Studio, there are free downloadable version in MS web go take a look.

you can also use MS word or your wordpad/notepad if you know the codes

boss...i have a DW in my Mac. When I open the application, my eyes nearly popped out. Closed it within minutes. Too complex. Perhaps not for newbie like me.

Had tried NVU, seems not bad. what other WYSIWYG application recommendable?

MS word, simple no frame html page. Do your webpage in MS Word and then saveas a html file
