I read somewhere that bubbling on the plant doesnt indicate that they are healthy..
There's a way to make the plant bubbling but I can't recall at the moment..
Someone else might be able to help you
Yesterday, I put 6 new plants into my 3ft aquarium but I have not planted them into the substrate.
Today I wanted to plant them and I saw one of the plant is floating near the top and to my surprise it's giving little strings of bubbles!
Now, that's strange because I've never expected that and I've been trying really hard to give my plants a good environment so that I can see some bubbles.
Now, I've planted all my 6 new ones about 1 hour ago and I hope to see something. Threw in the fertilizer, iron and other 'tonics' for my plants.
However, I am a little puzzled as only this plant is giving bubbles and it is near the TOP of the tank.
It seems to me that BRIGHT lights gives higher chances of bubbling.
Am I right? I have 4 tubes of Dennerle lights and they are pretty strong.

In order to induce bubbling, your water column needs to be saturated with oxygen so that additional oxygen produced by the plants through photosynthesis. To get to this stage you need to have a balance between lights, ferts and Cabon dioxide.
I also noticed that plants tends to bubble from section of the stem or leaves that are cut or damaged. Did you cut section of the plants e.g prunning
What is the watt of your light, tank has CO2 injection, what kinds of plants you brought, what is the amount of ferts you dose, any fish in there.... All these answers will bring you nearer to you ideal stage of bubbling plants.

OK, I get to see tickles of bubbles for one of my moss. Yeah!
And yes, the moss is producing bubbles because I have just trimmed it and did a water change yesterday.
Today, I've just changed to a different CO2 diffuser, which is supposed to dissolve CO2 better.
Let's see what happens tomorrow.
BTW, to answer your question, my 3ft tank has 4 tubes of 25W light each, I have a mixture of plants. I use Dennelre fertilizer and E15 for Iron supplement. I have over 100+ fishes, mainly cardinals and X-rays.
OK, my observations:
My moss, which grows pretty tall, is bubbling. Not a lot, about 1 bubble every 3 seconds.
The rest near the bed are not bubbling at all, till I did something... I 'shake' the plants a little and the bubbles tickles out!
So it seems to me that they are bubbling, but not enough. Any help now?
