From personal experience, i`ve never washed till its really really clear or clean. As long its pretty clear and clean and up to my expectations.
I`ll just dump it into my tank and leave the job to the filter media

Yeah your water bill will be sky high if you expect crystal clear water after cleaning the sand. I usually clean and rinse it a couple of times (tried a max 7 cycle even I think is too much) and put into tank. Will be fine.

how dirty can white sand be by the way? Is it harder to wash than lapis?
Don't be mistaken I have never wash substrate using washing bay water cause who would bother to luge that haevy sand up and downstairs except for Trevor.
Just bring up the issue for discussion sake anyway we are drifting away from the topic.
Use whatever you deem fit e.g tap water, river water or Long gang water... the point is as long as the substrate is sufficiently clean is enough.
