Mate, does the Artica chiller comes with a external temp probe? If yes, try cleaning the probe surface, might be due to dirt or particles stick on the surface causing it to lose its sensitivity.

It happen to mine, the chiller went running non-stop, i set it at 27.6degC but it went all the way till as low as 24degC but after washing the temp probe surface as suggest by Bioplast guys it went bad to normal again.

    Try let us know!

did you try leaving the chiller powered for a longer period of time? say 1-2 hours. or bring it back to the shop where you bought it and get them to test it.
