You can see the eyes bulging too.
Its very hard to cure and usually fatal, sorry.

Can it be humanely put to sleep?
some other of my bettas also have it, but are recovering. only this one still remains the same(bloated). should I put it to sleep straight away and redo my whole tank?
You should isolate it if you think it has a chance.
Treatment should be for internal bacteria.

I had a blue scorpion discus that wasted away like this.
Very painful seeing it go.
Especially when you see its eyes...
The only reason I pu it through this was because it was brooding fry.
End result, dad dead and the fry too...

Looks like it having poopy eyes too. I don't think it's curable.

I have one discus also suffering from this last time too, it sad to see their eyes popping out ..like want to burst.. end result 'Death'. This happen few years ago when I first start in discus. Someone told me that it because of the water is too gasy.
Is it infectious? Better treat the rest of the tank...
