Fungus/algae ID emersed setup (pics)

Hi, a friend of mine is setting up a tank via the dry start method for growing HC and theres stuff growing on the gravel. Hes worried it might take over his tank once its flooded. Its fluffy and my first guess is fungus. I am not aware of algae that grows emergent but someone enlighten me. The patches are multiplying ... hehehe.

I did the same for my tank and got algae but it disappeared once the tank was filled with water and the CO2 was switched on.

And just to be sure I put in 4 Ottos .......

Will try and take a photo of the tank and upload it.
