I don't think those are for sale...
If any are for sale they should be in the 1.5" range.

They is a few shippment of small L046 in the market . The costing are around $2++ to $3++ per pc . I think its around 1inch . For L173 I have never see it before in singapore . Unless you are talking about those lower xingu . Lower Xingu will not be hard to find .
    L46 . L173 . L66 . L333 . L399 . L174 . L144 . Lower
    Xingu .

Don't get confuse with the L173 that are available locally. Those should not be L173 but some undescribed lower rio xingu species as mentioned by drakeho.

To put it short . Those are consider newly discovered plecos that have no L numbers yet . So they named them from where they came from .
    L46 . L173 . L66 . L333 . L399 . L174 . L144 . Lower
    Xingu .

quite amusing, really...L-numbers came about because the fish hadn't been scientifically described yet. now, even L-numbers are being assigned too slowly and another tag has to be issued to a fish...wonder what's next when even locality tags are being assigned too slowly? Hypan sp. "Yellow with black spots #5"?

The next best way to get a colony is to grow out a bunch of small ones.
