I'm newbie here and also new for aquatic. ...plan to setup my first fish tank now, so look for some help from all seniors.

There are few things that I doubt now:
How much cost to setup a 3ft or 4 ft fish tank?
Where can find fish shops in Sengkang area?

I can't say much about Seng Kang as I don't live around the area.
But there are LFS like Y618, Petmart and maybe the farms at Lorong Harlus you can visit.
Price wise would also depend on the "type" of tank you want to setup.
Generally, a fish only tank should be cheaper than a planted one.

It's quite L---A---R---G---E too...
Basically quite a different setup of equipment.

Going by your questions, I think you should do a good deal of homework on the kinds of tanks that interest you.
I'd suggest you browse the Marine and Aquascaping section for a "feel" of each.
