I guess might be lobelia cardinalis.

Could well be Lobelia Cardinalis emmersed growth? I know it looks substantially different emmersed to submersed. The veins in the leaves are certainly very similar to that of L. Cardinalis. But the stems on this image from the node are shorter than you'd expect.
