    wonder if anyone put plants in sump to promote better water quality
    marine use chaeto, freshwater can try hornwort?

    Yes people are doing that. A better choice is actually pandan plant, money plant, water Hyacinth, water lettuce since they are emersed and are more efficient in getting CO2 from the atmosphere.
    Con is that you have to keep a light in the cabinet resulting in problems dissipating the heat.

    Then he'll need to add another fan at the back of the cabinet, those that sucks out heat like we have it in public toilets...

    For marine sump tank, it there any plants/algaes like the freshwater marimo algae that is easy to take care and takes up the phosphate?

    these plant are good, but i feel pandan and money plant are better choice cause water hyacinth and water lettuce need higher watt of light to survive well.

    I believe the name would be refugium sump and you will want to try those many kinds of macro algae available. Plants (macro algae as well) just takes up nutrients from water and may acts as good bacteria home too. Useful way when you cannot or do not want to add plants at the main tank.
