But no mater how I open the main valve (fully open or just turn a bit to open) the guage always show about 800 psi----------------

The main vavle are not fine tuned. So no matter you open fully or slightly, it will be full blast.
should not matter how fully opened the main valve is. just open the main valve sufficiently so that what ever co2 is being used up after the regulator is replenished.

That is probably the calibration of the guage... no problem. You just need to turn on it slightly.----------------

i usually open the main valve full. Usually get around 80 to 90 BAR (PSI is 800 to 900 i think...) depending who is doing the refilling for you. I used to fill at SOXAL and get the maximum of 100 BAR but that depends on the maximum safety pressure stated on the cylinder itself.
After the main valve, it goes into the secondary valve in my regulator and adjust the pressure output to 0.5 to 0.8 BAR. In this way my pressure output to the needle valve would not be too strong to damage or jam the solonoid, and a regular stream of constant bubble sizing.

Just in case your gauge is not calibrated...
Normally, the inlet pressure reading of the regulator should read constant pressure throughout the period when there is liq CO2 in the tank. It should only start to drop after the liq CO2 has run out.
If the pressure start to drop from day 1, your are probably cheated.

1 bar actually = 14.5 psi
1 bar oso = 1 atm just fyi
ideally the pressure should be higher than 9xx, this shows that there's solid + gaseous co2 under pressure in the tank
