For Simpsonichthys in general I would stick with soft, acid water. In more technical detail I wouldn't have a clue 
Just keep it soft and around 5.5-6.5 pH i would guess.
Personally I would not get too hung up with exact details. The last time I bought a test kit would be around 1990*. The best advice I would give is to watch your fish.
*NB. Not measuring your water, I would only recommend if you know what your tap water is like in the first place. From there you can use experience to tweak it. So in that sense I cheat by finding out what the water supply is like first. Another reason I would be cautious of saying pH 6.2 etc etc is that those measurements might work for one person but not for you.
Also as an example a book might say a certain fish needs parameters xxx but that is meaningless if the fish is acclimatised to a certain water already.
If you are buying eggs, ask the person you are buying from. If they can breed enough to sell then they must know something about them. I only know one person who has these fish at the moment. Ex Sao Paulo. So they would not be a bad fish to get. Although I am sure there must be more around.
