Normal hairgrass is straight and grows up. We commonly get dwarf hairgrass that doesn't grow tall and it is known by Eleocharis parvula.
Japanese hairgrass curves down, so you have a different effect.

so if the lfs advertise them as japanese hairgrass, we just got to take their word for it, right, since at that size there is no way we can tell the difference, or is there?
are there any tell tale signs at that size when they are being sold?

i think calvin's explanation is more representative of the different types.
the colour i don't trust as some are pretty green for normal hairgrass being sold at lfs also.
probably the giveaway will be the curving effect of japanese hairgrass.
can this be seen at the age being sold at lfs?
The one sold at LFS does not curve, so I assume the emerse leave does not curve. The only thing I notice Jap hairgrass sell at LFS is shorter than normal hairgrass.
If they are crop, the tip would not be so sharp it would be fat and flat. Jap hairgrass has brighter colour than normal hairgrass. Jap hairgrass when sold, their size is much short than the normal one, you can tell from their look straight away. Normal hairgrass usually is almost twice the size of the Jap hairgrass when sold. Btw under different condition sometime the Jap hairgrasss may not curl that much.
