I think that is the pressure release. If they pressure gets too high, this is where it trigger a release. A emergency function.
Is there a secondary control valve for you regulator? Can it control to lower the psi / bar or something?
Mine emergency control function is slightly different. There's a copper plate within. There was once when the CO2 refill force in too much, this copper plate is getting too much pressure it can handle and it gets punctured with a hole. Thus gas / presure is released.
Not sure if yours is the same problem like mine.

wow... you took them apart ? cases like this, i will usually bring to Chan for servicing. By the way, I've been calling NA these couple of days with no answer, so am not sure if they are away on holiday. As for Richard, hes going back to M'sia tomorrow.
