Your kH is looking fine to me. To increase gH alone, you can use Mosura Mineral solution. It won't affect your kH.
I did some research and it seems like most you the high grade keepers have theirs at:
GH = 3-6
KH = 1-3
So i tested my tap water today. I got undesirable numbers.
GH = 6.7
KH = 11
However, i have R/O system and can use it to adjust accordingly. Right now im thinking a 3:1 (RO:tap) dilution to give me:
GH = 1.7
KH = 2.75
Why is my KH so high? In order to bring KH to 1-3 range i would have to dilute GH all the way down to 1.7.
Please give me some suggestions on what dilution ratio i should be making. IE. is having GH 3-6 more important or having KH 1-3 more important.

umm...maybe you've read it wrong. My KH/GH is way high compared to others. My GH is 6.7 and my KH is 11 (people have theirs at GH 3-6, KH 1-3)
You can dilute your tap water first with RO, then add Mosura Mineral to raise to the correct gH level. That's what I have meant.
or maybe you were refering to my numbers after i dilute with R/O water.

Maybe you can try with peat. It can soften your tap water, reduce your kH and pH.
how to add peat, put in cannister filter, tie into small et bag and put into tank? Is it the more the merrier?
If peat moss is to place in the canister, the pH might drop very fast due to the high flow rate in contact with the peat moss. Do that only if there are no shrimps or else your shrimps might not be able to take it. Alternative, you could tie the peat moss with a netting bag in your tank so the pH will gradually come down. Do monitor your pH. Once the water has reached the desired pH then removed them.
