I also got a API masterkit for fresh water.
the GH tester seem to same problem as you encounter.

I picked up a Tetra GH Test kit from C328 yesterday but it doesn't seem to be working. The drops seem a little oily, need to shake to dissolve.
What is the GH usually of our tap water generally?
I tried even with 5ml of tap water, the drops stay a constant yellow, GH for tap water can't possibly be over 15?!
Is the kit expired / defective?
EDIT: Yup it was faulty, changed it to an API GH/KH kit and topped up the difference.
