They are fin nippers? or a rather agressive species.
if u keep them in a group of 6 or more they shouldn't bother the rest as they'd be busy chasing each other, theoratically, but i like to believe, "he smaller than me, i can bully"
My black skirt tetra(large sized tetras) killed one of my neon tetra (small sized tetras)..so, from experiences, i'd say no, i doubt they'll mix.

let's put it this way, and as a "pre-emptive measure": neons should be able to get along with most fishes that aren't big enough to swallow them.
