I would pull out as much of the brown moss as you can, then let the new moss regrow.
The soil or new substrate should always be added on top of existing substrate(don't want to stir up the old substrate).
Be careful if you decide to add more substrate that contains soil ingredients, as it could cloud the water and settle on the plants. I have never tried "Gex", so I can't give any specific advice on this one.

Adding some more plants to the left side might improve things a bit. More stem plants or one or two sword plants.
I would take out the spray-bar, if you are wanting to grow a lot of plants its not needed. Spray-bars are good for adding oxygen, in a planted tank the plants make the oxygen, you just add the CO2. Just try to keep the water movement at the surface to a minimum. This helps prevent the CO2 from escaping too quickly.

How do you mix the CO2? diffuser or reactor? 1 buble per 2 second is way to low
Did you put base fert under the quartz? If you want to add gex soil, just remove the whole quartz.
what brand of liquid fert did you use?

More plants would make it look better. It may be a good idea to address the browning moss i.e. growing conditions first. The lushing up of the moss will certainly make a huge impact. CO2 and temp has been covered so I'll suggest checking the ferts. I notice that you don't have a lot of fauna which would be a good source of biol ferts for your plants. Not sure about your weekly fert dose but perhaps you can look into that too. Cheers

Like what Bliss01 had suggested to buy a fan. In the past I too had the same problem. But after I go SLT to buy a 12V 12cmx12cm DIY fan I'm able to lower my tank temp from 27 degrees to 25.3-to 25.8. I can see the moss getting greener each day.
