You can get it at Petmart or NA (Bigger but cheaper), if online you check out Midori or Mizu for the ADA series (abit X hor).

Kian, the smallest I have seen is about the size of a glass cup. Not worth spending the money. It is not cheap further it cost about the same to refill a much bigger cylinder. You need to buy a regulator on top of that.
For your l ft tank try DIY. Many infor are available on the net, just type CO2 DIY on yahoo.com search.
I use CO2 tablet for my cube tank contain nana and moss,works well.I dont like that kind of small cyclinder as it use up fast and much time is spend on sending it for refill.

Why not consider a normal 2L cylinder? It is cheaper to purchase, cheaper to refill, and require less frequent refill.
I am using a 2L CO2 cylinder for my 1ft cube Just need to hide it some where.
2l cylinder is 500% more economical on the long run compared to what i posted previously. and
a chance on a resell rate should you decide to switch in any form.

Well, it depends really. Most of the time, setting up a tank is for asthetic purpose, and for most 1 ft tank, normally it does not have a cabinet to go along, so things like Co2 tank and filter has to be exposed. And I would say a mini Co2 tank looks better then a 2 L steel tank painted black and blue
Its definitely not as economical, but for asthetics sake, something have to go sometimes
