I don't see why it cannot be done but we usually use either gravel or soil, we don't mix them. Alternatively, you can consider adding root tabs (substrate fertilizer) in the form of tablets/capsules/sticks to fertilized your existing gravel.
I am curretly using black quautz gravel. But because i want to have some hair Grass at my foreground, I dun tink my gravel can grow.
Thus I am adding some GEX soil on top of my fore ground gravel. Is it recommeded ?

must rmbr not to add too much cause it may turn to mud. just to ask ur black quartz is the man made type?
