I use Sera thermometer. It specified that the thermometer is accurate to 0.?#176;C (can't remember what the exact accuracy, but it is pretty accurate for aquarium application).

Hi,
My new planted tank (2ft --- 20 gallons)has 2 PL lights.
The temperature on the thermometer is always at 29-30 degrees celcius, whether it is daytime or night time, or whether lights on or off. Should i get a chiller or a fan to lower the temperature? Can there be something wrong with my thermometer? Which brand is more reliable? The normal type or digital type?
Thanks.

The temp of your tank sounds about rite..... temp may vary between lites on/off. Check at that time if you want to confirm the thermoter or you could put in something warmer/cooler to see if it changes.
IMO, you don't need a chiller for your 20g tank. A fan would do fine.
Mine's 20 gallon too. Using 2 fans now. Temp is hovering around 26 - 28 degrees. Sometimes even go to 25 degrees. Not bad for a cheapo fan solution [:]

It is not a digital thermometer. Just a few $, can't remember how much it cost exactly.
Some of those digital ones can be quite far out... like almost 1°C. But only hear pple say, no actual experience with them.
