Whoa, sounds like a bioload. Is your tank planted? I wouldn't reccomend adding more fish. While it is tempting to have many varieties, it's often best to have 6 or more of a same spieces that schools...they thrive better that way.
If the fish are gasping for air, at the water surface, do add in an airstone!

the issue here is whether the tank is planted or not
what kind of filter are you using anyway?

off hand the numbers look ok to me
if you want to add fish, add in small numbers
    it should be fine

this won't be a problem for a planted tank at all, fyi

you have no problems with bioload
but your angels might start hunting your shrimp when they're big enough

if you want to add fish, add in small numbers
that way your system can adjust to the increased load without stressing your fish

Does planted tank make a diff on the bioload? Anyone can clarify?

In my 20 gallon tank, I've got 12 rummys, 5 pencilfishes, 4 otos, 2 SAEs, 2 rams and 15 yamatoes. Is this consider a heavy bioload?

Plants help to remove the NH3 and other organics which fishes produce.

that's only if you feel like enriching the pockets of the manufacturers
better yet, see if you know anyone with an established filter
just take a little filter media to seed your own filter
    works the same

or you can do what many of us do
    trust your plants
