Errr... no offence to LH keepers and definitely not to buzzmario, but I get the impression a lot of less/mis-informed ones come from both ends of the spectrum: Change water excessively or almost never.

Popeye can be due to viral infection or internal bacteria like dropsy. It is the final stage of the disease and chances of fish death is quite high unfortunately.
I think there is not really any cure for viral infection at this stage. Internal bact medicine may be helpful if it is internal bacterial problem.
There are usually signs before this stage of the disease. You gotta observe your fish daily and maintain good water quality and feed good quality food to prevent diseases like this.

One more thing, some of the medicine will wipe out the nitrifying bacteria. Beware of NH3 or NO2 spikes. Test your water and change water constantly.
