you would likely need one that is ard 1/5hp or 1/4hp depending on lights used.

note that it is more efficient to choose a chiller that is rated 1 size higher due to less kickin and wear and tear. more economical in the long run.
as for cost using AQ calculator, say a 1/5hp arctica chiller roughly at 700W. kickin every 1 hr with 15min running duration, monthly cost $22.72 (tariff $0.1803/KWh)
similarly a 1/4 hp will cost $28.56
1hp = 12000btu/hr
watts = btu/r x 0.293
