If I have understood things correctly, under gravel heating uses a length of heating coil, its main purpose is to create a temperature difference between the bottom of the substrate and the water column to bring oxygen rich water to the roots of plants and to prevent the substrate from becoming anaerobic.
What you would use from under gravel heating is different from what fish keepers use for water column heating.

So if I use a normal heater (tube shape), if I place it near the plants and like what Ingwe says, near the water flow, would it be OK? I hopng the stem plants hide the heater.
yes. place it so that there is good water flow. this will help in dispersing the warmed up water.

Hi bros, I happened to have something to share with u all. I was a beginner like everybody. Before I started this hobby, I read quite a number of books for planted tank. But most books suggests that you install a heater or even take it for granted that you HAVE TO install a heater. Well, I think thats for our bros in the temperate countries but not in Singapore! Haha... I believe some of us installed a chiller instead to keep the temperature down. So my intention to post this reply is to actually let our fellow beginners know and understand that unless you are in an air-coned room, if not I dun think there's a need to install an aquarium heater in Singapore. =)
True, I am in Perth now, so putting a heater is a new thing for me, but come summer, having a chiller is not unusual since temperature here can go beyond 40 degrees.
