anyone knows which lfs or farm sell small and cheap red line torpedo barb?
thinking of keeping 3-6 for my 2 feet tank

Why would you keep a fish that grows to 15cm, is a strong swimmer that prefers to be in groups, needs swimming space and is threatened in something like a 2 foot tank?

intend to keep size app 5cm
will either trade or sell them once they outgrown the tank

That is a terrible idea.

How do you " intend to keep size app 5cm"? Why put them through all that just to sell off again.

If you want to keep this fish, get an appropriate tank. There are hundreds of other options for a two footer.
