Japanese Hair Grass Problem

Hi!

My friend's japanese hair grass are not growing, browning and have hair algae on them. Does anyone know what is the problem?

Conditions:
Lightning 7hrs
Bubble 1bps
Fertiliser , potassium and nitrogen
30 over neon tetra in 2 ft tank
Temp around 29

30 neon tetra in 2ft tank, isn't it a bit too much?

mine is growing in a 1ft low tech tank, just a simple energy saver 9w bulb, no base ferts, just ADA substrate, a combo of ferts once a week (lushgro, wondergro macro + micro, seachem trace, iron, flourish + excel) no CO2

2 otos and about 10 malayan shrimps rampaging around cleaning..
