Research for quite some time. Tem chiller is possible but need to avoid a lot thing heat emitted devices like the lighting and canister stuff.
Regarding to your 27degree + using that mini cooler i'm not sure.
tem-based cooler/chillers have very poor efficiency; way lower than refrigerant-based chillers.
so it is not really cost effective.

TEM/Peltier is not an efficient cooling device unless you noise and vibration is your main concern.
I use Result CL-280 to cool down 3ft tank and cost me only $0.29 a day. I'm using device similar to "Kill a Watt" to accurately measure the amount of power used in 24 hours.
hmm.. shadow actually how many hours you running that chap. 10minutes every 60 minutes? I know small tank may consume more energy.
Not a clue never time it also that is not accurate way to measure power ussage since at night it kick on less often. For small tank you might want to use external sensor. Otherwise there required flow rate is way above the tank flow requirement.
Resun CL-280 is 280 watts 1/10hp.
if my memory serves me right, at 280w, and cost 0.29cts /day, u probably only used 1kwh per day for this chiller, as think the cost of electricity now is about 0.20 plus cts per kwh.
Which is something like almost 4 hrs on every 24hr day, and that is a very good chiller since it is cut off so much per day.
perhaps using a chiller is better in the long run for cost wise.

about right. the exact number is 1.17kWh per day. I use 0.3045 for the cost per kWH, in the high side. Suring raining day it is drop to 0.81 kWh.
One thing I suggest, use external thermostat sensor. It reduce the kick on time. You want to measure the temperature in the tank and not in the heat exchange chamber.
very easy. There is two doing this
1) Buy external thermocoupler sensor, open the chiller and connect it. Cost about (S$15)
2) Buy temprature controller. This one is simpler because you just need to conect your chiller power plug to the device. (Cost about $60)
