Just cut off the stem right below the surface leaves and the new leaves will adapt and grow out submersed.

Some updates, how the tank looks now.

new updates

cut all surface leaves of the tiger lotus. Now new leaves grow small and low. Also add some moss on the rock. Maybe not a good idea.

Do you use any fan? What is your water temperature? By the way can also see some snail crawling on the tank wall.

My tank is put in office. So temperature is not a problem with the 24hour aircon

In the tank, I have 3 big snails. and many small ones, but the small ones never last long.
