Brown hair algae pics, ID?

I don't know if there is such a thing as brown hair alage, but that is the color of it. I've got two decent pics for anyone with the knowledge of such a thing.

1. what is it?
2. what causes it, why is it in my tank and continues to return after blackouts.

I do get some minor green spot and other algaes, but thsi is the main on i'm fighting with. Any help would be appreciated.

Its hard to tell from that blurry pics.

Its not BGA neither BBA.

Try using your fingers to wipe the algae, does it come off or does it come together with stringy stuff?

PS: Also, try to upload a clearer photo, it's a little blur.
