I am thinking of getting an eheim pump to run my external CO2 reactor to offload my 2028 that is now running thru a chiller and thru the reactor. In your opinion, is the Universal 1250 too strong? Should I simply get the 1048 which is doing 158gph as stated in the specs. I dun want to buy one that's too strong and create a whirlpool in my tank. And this is for running my reactor which means it will be the one pushing all my CO2 in the tank. Thanks!

You can try Eheim compact 1002, it has adjustable output of 150 - 1000 litres/hour.

1002 is submersed pump, cannot be used externally. It is pretty silent to me.

How about Eheim Compact+ 2000?
It can be used externally with adjustable flow-rate of 1000-2000l/hr. At the lowest setting, that is less than the 1200l/hr flowrate of the 1250 Universal Pump.

Can't remember the exact price, but Compact+ is much much more expensive.
I remember it costs more than Eheim universal pumps, the 12XX series.

Listed below is the approximate cost from lowest to highest - but if you look at the flowrate, Compact+ with a range of 1000-2000l/hr, sits quite nicely between the 2 Universal models. The max capability is 2000l/hr so in principle, it's a more powerful model than the 1250 - with adjustable flowrate.
The downside I feel is that the Compact+ is less common than the Universal which may command a poorer resale value (for the Compact+).
1) Universal 1250
2) Compact+ 2000 (price is 15% higher than 1250)
3) Universal 1260 (price is 65% higher than 1250)
