Nothing wrong with the filter, but with the priming. The sound means there isn't enough water in the filter. It should be close to full.
After you move the lever, down, make sure water starts to flow into the filter before moving it back up again. Then wait till the filter fills almost to the top and up the outlet hose and the water stops flowing. Only AFTER that do you turn on the filter.
Things to make check:
1. Make sure the outlet hose is empty of water. Droplets are fine, but water trapped in a loop can prevent priming.
2. Try not to have any loops, kinks or obstructions in both inlet and outlet hoses.
3. Best if you can cut the hoses to the proper length.
4. Make sure filter is below the waterline in the tank. Best in under tank.
5. Make sure your outlet hose and inlet hoses are connected to the correct valves.
