They dont have roots but absorb nutrients from the water column. Just chuck them anywhere with reasonable amount of light and they will grow. Many plants with roots also can survive by absorbing nutrients from the water column without planting into gravel.
I think it depends on what you wish to achieve. Tied or untied, the moss can still grow and spread.
Your query about inserting into gravel - are you trying to ask about fertiliser absorbtion, or are you asking about using moss as foreground?
jt1 has explained about the former. For the later, most people tie to mesh, but it can still be done without tying.. with a lot of patience.
