Actually refering to this singapore guy who do the set up few years ago.. the setup can be done but how he manage to have air bubbles in the tank is the question.

Interesting. I guess algae on glass has to be cleaned with a magnetic scrubber. Major cleaning would be a pain. So would filling up the tank. I wonder how he filled it up?
The only way those bubbles are not causing the water level to drop is if the air pump is mounted in the air pocket at the top of the upper tank.

Maybe you can check that aquarium shop near to Kovan MRT. (nearer to the NTUC side)
That shop is into custom made tanks... I think they have something like this too... or at least similar concept.
When we read open bottom, we usually think of bare bottom tanks. This is like what kenkenstomp said, 1 tank on top of the other. Because the top tank's bottom meets the surface of the water below, it gives the impression that it is "bottomless" for the top tank.
