Actually most well stocked LFS with their own display tanks in the stores provide this service but you should ask around and compare prices first. Some provide what you desire for a price, while others provide what they have for a set price.
Even shrimp tank set-ups are available at CRS Haven in Tampines.
By the way, me not related to any, just that I have asked around before.
