What filter are you using? Is the water surface stagnant? I can only recommend Boraras Brigattae. However, if you intend to let the shrimp breed, I would not recommend fish in the tank.

theres thin layer of oil firm on the surface.. im currently using a all in one boyu nano tank, 3 media filtering. water surface moving is at its minimum as my water outlet is submerged. any suggestion bro..?
use an air pump.
