check the two arms as well as the inlet hole which can be seen from only the top of the skimmer to see if there is any object blocking the enterance

A protein skimmer doesn't skim the surface. It skims off dissolved organics in the water by taking in water through an inlet into a chamber, where the water is then mixed and churned with tiny air bubbles and dirty foam is collected off a cup.

To skim the surface you need to use a surface skimmer.

Mine always have this problem of shrimps and otos swimming into the inlets and get themselves stuck there. A few times have to use a tweezer to pull them out!! any solutions to it?

ah, yes, but is he talking about the eheim sludge extractor (which we term a skimmer over here) or is he talking about an actual protein skimmer?
