Can try fishless cycle by taking some old water from your mature tank.
I used mix about 20% to 50% of water from mature tank and the rest with tap water and cycle for about 3 to 5 days. So far so good.
will like to check what fish is able to take high ph water as i need to put some of it to cycle my tank..
my ph should be around 7.8-8 at the moment..

Try Cichlids(except apistos), they usually live in alkaline water. I'm not sure if Apistos are suitable, from my limited understanding, they are more suitable in 6-6.5levels, I think.
