    TECO is a good brand. All chillers produce lots of heat and noise. please take note

    Agree with Shadow.

    You may need to access the tank size, plants and fish that you intent to keep.

    If cost is a major consideration, you may want to limit your setup parameters and in turn use a fan instead.

    This will definately cut down you cost.

    If you already have you equipment setup and thinking of adding a chiller, the follow Shadow's recommendation.

    I totally agree with you. Cheap chiller means higher power comsumption. And it equals to higher electricity bill.

    Cheapest chillers would be the Resun and Hailea chillers, both China brands.
