It depends whether your tank can handle the bioload . If it can , you can go up to 80 or even more =) good luck

mine is a simple setup with a DIY fan, hang-on filter, hair grass, and taiwan moss...
i had more confident after the cherries survived for 1-2 months
today during feeding time i counted only 17 CRS - hope the other 3 just went hiding
i think last count was 15...
i tested my water and found some traces of NO3
i'm using a hang-on filter - can i add some ceramic rings or other media to eliminate NO3?

i use one of those test strips...the NO3 indicator turned a little pink
adding ceramic rings doesn't instantly solve the nitrate problem, you need time for the beneficial bacteria to colonise the ceramic rings before they can get to work..
Nitrate is not going to be removed or effectively removed by bio-ring, use plant or water change. By the way, high level of nitrate is not the only reason kills shrimps, they are just too many causes.

Get some floating plant, or hornwort to reduce nitrate levels. Reduce feeding, and try not to overfeed.
In 1 ft tank, eventually you will be overcrowding the tank, especially if the cherry shrimp start to reproduce. Right now I think you are fine with the current numbers, just don't add any more. Hopefully your filtration capability can handle the bioload of the shrimps.
