the rule of thumb is 3 watts to the gallon......however intensity has a part to play.....if you are using FL or PL, perhaps 4 to 5 watts per gallon.

if i'm using a 2.5ft tank, is 16in 55W lights enuf?
or do i have to change to longer tubes?

Longer tube that fit tank size, lesser dark corners.
But keep to about 3W/gallon.
