To answer your question, there is no ideal water parameter. It is rather predetermine by the kind of plants and fish you decide to have. But what I can say is that there is a parameter range.
KH known as carbonate hardness is basically acts as a buffer that determines how much CO2 can be held for a predetermine PH level....while PH is the gauge of how acidic, neutral, or alkaline is the water in any given tank.
While the range of KH is anything from 3 to 8, there are people that has a KH of 10 and still have very good plant growth. At the end of the day, the ideal water parameter is determined by the keeper at a certain KH level, injecting CO2 for a predefined PH level.
