Just add in any fish and they will be clear in no time.
Um.. actorial's tank is a shrimp tank. Adding any random fish can be disastrous for the shrimp/shrimplets. A young guppy or small rasbora is sufficient.

You do not want tetras with shrimps, especially shrimplets.
actorial, tiny species like the Boraras, will remain small. Or you can try Clown Killies, since they do not go after baby shrimp from what I recall.
