it is just like DIY CO2, i.e. sugar and yeast
is it cheap to buy the activator from LFS ? normally how long it take for it to use up
as Shadow has mentioned, it's sugar and yeast.
if you bought such a system, use the stuff that came with it.
when they are used up, just get sugar and yeast. search for 'diy co2' and you'll get tons of information.

I have one set of this thingy. I think was bought less than $20 some 5 years back at Yishun ChongPang (Price is as per 5 years back). Now the initial stage will come with powder, just fill up the water to the marker. You have to open the cap to see the marker inside the canister. It is very hardy plastic. These powder mix will last you about 3-4 weeks.
You can hang this at the edge of the tank or you can simply put on the floor. Bubble will be release and travel through the plastic step like that you see in rainforest link. It will dissolve slowly. Frankly I find clean that thingy a bit troublesome so eventually I just connect it to a air stone. There is a term for it but I can't recall at the moment, something like CO2 dissolver.
You can buy the replacement powder if the LFS do supply them, but what Tawauboy and Shadow advise are good. So eventually I end up using sugar solution + yeast. Works well till this day, so long you don't use too strong a backflow valve. Such a check valve is necessary. And you might want to have a bubble counter as well. I hang it beside the tank to minimise the length. Each top up last about 2-3 weeks depending on your mix. Hope you find my explanation useful =)
