starting a new tank

me will like to start a new tank for marine.
can anyone tell wat other equitment should i get (this wat i have tank 2x1.5x1.5, uv-light and some reef sand )
i thinking of using sea water around singapore. Can i do that or buy those reef salt to mix with tap water, to start the cycle

using NSW (Natural saltwater) does have its advantages, the water comes matured but it also come with lots of unwanted stuff like pollution.. if u wan to get NSW, go out into the sea instead of from the shore..
