The water inside ur bubble counter are water....u can top it up but be careful as water might back flow into ur co2 cylinder unless ur bubble counter is in-built wif check-valve like mine. I juz did a top up of e water inside, everything smooth, no problem. Cheers!

I know Sera bubble counter uses glycerine. Some ppl use mineral oil. These have higher viscosity and make bubble counting easier.
But plain water will do for bubble counter, just that you will need to refill it from time to time due to evaporation.

If it evaporates, chances are it's water. If it's not, topping up with water won't hurt either. You'll still be able to read the bubble rate.
