Somehow I couldn't unscrew the cap of my bottle so I thought you're supposed to do this:

It is supposed to be this way? How does the fish food stay fresh and dry then?

Yes, it's supposed to be that way.

You can't rotate the inner liner to "shut" the bottle?

But yeah the entire top is not supposed to twist off, and you have to punch the hole to open it.

Thanks, I can rotate it but there's nothing inside to "shut" the bottle.

Poor design imho. Won't the fish food go bad this way, and if I knock the bottle over accidentally I will get a huge mess.

You rotate the opening so that it's in the closed position. Nothing should spilled out.

You're right that it's poorly designed. I've used sera's food a couple of times before and i must say that it can last for quite long after it is opened despite the poor design.
But a few factors maybe at play for being able to last much longer than i expected :
    1. I keep the bottle tied up in a plastic bag after feeding and i put it in a plastic drawer away from the tank and moisture. The reason i tie up with plastic bag is to prevent small little white creepy crawleys from going into the bottle and spoiling the food.
    2. The quality is so good that it's able to last quite long despite the poor design.
BTW i only tried sera bit.... If it's sera flake food than it may not last as long as sera bit.

Actually the best food is still hikari due to the quality, value for money and best of all, the zip-lock pack packaging.

Yea I stuck to Hikari Micro Pellets. But I wanted to give my fish something new. Good to know they can last long though. But I'm using a small ball of Blu-Tack to stopper the thing for now. Haha.

BFG, I've rotated the thing 360 degrees. Nothing inside that I can see.

Yeah the cap might be defective on your bottle, you should be able to rotate the inner liner in such a way that the hole is covered.
